On the launch pad the sale of Ilva. Today the Minister of Economic Development, Federica Guidi, signed the decree that authorizes the release program of the business of the steel group set up by special commissioners Piero Gnudi, Corrado Carruba and Enrico Laghi and that will last up to 4 years . The minister also initiated the procedures for the transfer of companies. Tomorrow, then, will be published in the national and international press – should be three Italian newspapers and two foreign – a call for expressions of interest to the transfer of complex Ilva.

Basically, the industry players will have to come out and declare. I am granted 30 days. Subsequently start the deepening of individual proposals and expressions of interest from you will go to the “due diligence” on the part of the companies admitted and binding offers. Transfer procedures must close by June 30 next well as the Decree-Law approved by the Council of Ministers last December 4. Decree on 7 and 8 January will land committees Environment and Production Activities of the Chamber, gathered in a joint session, to address the conversion into law (speakers deputies Lorenzo Basso for Productive Activities and Fritz Massa for the Environment, both the Democratic Party) . After the hall of the House, where it will be discussed between the 11 and 12 January, the decree will go to the Senate.

It is this decree Ilva to put on the market by setting the end date of 30 June and giving the company a loan of 300 million to manage the transition phase (money that will have to return with interest those who acquire the company). Even a previous decree, later converted into Law in March 20, it had established that plants Ilva would pass by the extraordinary administration to a new company formed from the bottom of turnaround and Cassa Depositi e Prestiti. In fact, however, the new company, although often announced, was never formed and therefore no transfer of company assets occurred.

The government a year ago, in special administration just started, had tried to sell the Ilva. In pole position were the multinational Arcelor Mittal group with Italian Marcegaglia but the operation did not go ahead. Were considered an obstacle, by potential buyers, the environmental requirements imposed from The Hague in the plant in Taranto, especially that Arcelor Mittal judged onerous and excessive in relation to European standards, but also too many uncertainties related to the costs of compensation and environmental developments in the investigations the Judiciary of Taranto. And six months before the start of 2015 – they had just settled Ilva Commissioners Gnudi and Carrubba who had taken the place of Enrico Bondi and Edo Ronchi – both engineers Arcelor Mittal and those of the Indian group Jindal had come to see the steel plant in Taranto and to examine closely the situation, including accounts. A year and a half after the multinational Arcelor Mittal is still interested Ilva and could be part of the new consortium together to CDP and operators as Italian Marcegaglia, Arvedi and Amenduni. In recent days, however, it became the name of a Swiss group, where there would be managers who have previously worked for Ilva from a commercial. Group that is believed to be able to address the significant financial costs that the approach involves Ilva.
