Revenue, amnesty for all or competition: the battle over 800 executives – The Messenger

The latest move, the Inland Revenue has accomplished yesterday. Cut its facilities management, taking them from 1,095 to 995 and, simultaneously, it increased the so-called Pos, special positions in the organization, a sort of cross between the manager and the officer, making them rise from 325 to 339.

The Pos had invented the Monti government in its spending review, but the agency had little used. They have proven gold after the ruling of the consultation which eliminated 800 places from ruling on more than one thousand. They are not the same thing than a real management position, but at least allow to give a salary plus. Not a detail, considering that many of the officials found themselves degraded from morning to night with a pay cut of almost 2,000 Euros. A good portion of these Pos have already been allocated and, in two cases out of three, would be returned to former executives. The problem is, however, not enough to give 339 Pos place and salary to all those who were demoted. So for weeks, the Agency is pressing the government to increase the number of these special positions.

SOLUTIONS
 An attempt had been in early September, when the Council of Ministers came the decrees tax. In the texts it had sprung a provision to create other 200 Pos, with an annual salary of 67,000 euro. The government had stopped the attempt. Not only Palazzo Chigi, sideways has also put the Treasury, considering this route as a blatant violation of the ruling of the consultation, which clearly indicated that the only way to become a leader in the public service is to support a public competition.

Exactly that contest that the government imposed on the Agency to ban by the end of 2016, but on which the administration of Orlandi continues to waver. A circumstance, the latter, which has emerged from a letter sent in recent weeks just by the Treasury to the Revenue, which calls to speed up procedures for selecting public.

THE FRICTION
 In short, despite the clear position in support of Orlandi by the Minister of Economy, Pier Carlo Padoan, on the issue of illegitimate leaders in recent weeks, there have also been tensions between the offices of Via XX Settembre and those of the Treasury. Officially, the Tax, motivates delays in competition with the fact that before banish it must await the decision of the State Council, which must rule on the notice of recruitment of 403 executives from which was born the question to the council. In fact the outcome is obvious. It is unlikely that the administrative judges may give way in the selection after the heavy censorship of the Constitutional Court and especially after having already rejected an identical competition for the Customs Agency. The government, in fact, has given us the tools to accelerate all’Agenzi the notice, stating that the competitions already banned may be deleted. But, at least to hear the unions, it would seem that the way the Agency does not follow this. The will, for example, would be to resurrect the competition to 175 seats from ruling, banned five years ago. A competition based on academic and talks, which could help to give a chance to someone else executives illegitimate. The impression, in short, is that there is a rush to find a solution to provide accommodation to as many former officials. But it’s hard everyone can get back to their seats.

From this consideration would be born also the decision of many of about 400 executives forfeited to claim damages against the administration and resort Palazzo Chigi. A complicated way, because as many as 600 of them, have supported the Agency in the dispute before the Council of State and View of fact avallandone behaviors. For the agencies, however, it is going to get the end of an era. Not only that, as mentioned by the Orlandi, they will no longer have a fund dedicated to them. But among the decrees of reform Pa, there is one that will lead directly under the supervision of the Treasury Palazzo Chigi. In a few months to deal with the tax authorities will be Matteo Renzi firsthand.
