Voucher, the relationship of Uil. In the province over 2 million sold in 2016 – News Rimini

This year, "the growth continues, at a pace less vertiginous in the last 2 years, but now the Voucher seems to organically and pathologically entered the labour market".
"On the occasion of the discussion on the reform of the labour Market and of the decrees continues, Loy – we have reported, in particular, 2 aspects: the first is the need to avoid fraud and abuse affecting in particular those who "covers" with a voucher of the employment relationship that are multi-zone (to avoid the sanctions in the case of co ntrols), and this is an aspect that emerged from the discrepancy between the data of the vouchers sold and those actually used. The second, to intervene radically on the areas and sectors where the liberalisation of the voucher has produced the most damage: industry, construction, service industry, services and tourism.
On the first of the two aspects, the legislator, this time, there has in part listened by correcting, with the d.lgs 185/2016, the legislative decree 81/2015 of the Jobs Act. The novelty consists in the introduction of the traceability of the voucher through the obligation of the purchaser, to communicate to the direction of the Work, within 60 minutes before the start of performance of work, some of the data including the date and time of the beginning and the end of the service rendered, through the good-work. Non-compliance triggers an administrative penalty of between 400 to 2,400 euros, in relation to each employee for which it has been omitted in the communication. This advance notice is in full force and effect from October 17. For a verification of the effects of this news is still too soon and it is said that this will lead to a decrease in the purchase of the same voucher.
On the second aspect, and vice versa, the Government has not considered it appropriate to intervene, and this was an error: can provide from the start, listening with a delay of over a year, the good reasons of the UIL, and the Union.
Finally – ends – a reflection: vouchers are only the tip of the iceberg. The economy jobs travel with other speed and is, always more, featuring important part of our economy. It is them in particular that you should pay attention: the vast world that is in the middle between the self-employment (real) and what is subordinate, featuring works without rules, with wages unilaterally decided by the employer and social protection in almost nil.
