are called vouchers. As an airline ticket or hotel reservation. It can be purchased at the tobacconist or electronically on the website of INPS. And now they have become a (rare) successful entry into the working world. Vouchers are an instrument created by the Biagi Reform in 2003 to ensure individuals the opportunity to “buy” a help for smaller jobs and to allow companies flexibility, almost in real time, useful to plug holes sudden organizational or respond promptly at peak activity. This was revealed by a survey conducted by the Research Center of CNA, on INPS data, which looks at the dark period for the Italian economy 2008/2014. What emerges is a positive picture and, mostly, in contrast with other employment indicators: two years now in the market for “good work” came the young, especially the young. In 2008 the picture was totally different: four out of five users were male with an average age close to 61 years. Women were just younger, they had more than 56 and a half years. Almost certainly pensioners. In 2014 the average age has fallen, dropping to almost 38 years for men and 34 years and a half for women. Last year, women have surpassed men to nearly 52 percent of the total. In six years have increased 97 times, the men stopped at 25. The trade, with 18.2 percent of bonds purchased, is the sector that uses more vouchers. Following services (14 percent), tourism (12.3 percent), sports events (9.1 percent), gardening and housekeeping (7.6 per cent), agricultural activities (7.3 percent), housework (2.6 percent). It is a solution to the unemployment crisis? Certainly not. But the study of CNA styles it a useful tool to bring out the black odd jobs or second jobs by reducing the use of illegal jobs. Used with care vouchers can guarantee young people the opportunity to gain work experience, albeit short-lived. And these days is not little.
